Il Governo Monti ha assunto un ruolo da protagonista in Europa: dagli interventi immediati per far fronte all’emergenza, fino ad un nuovo ambizioso piano di unione fiscale, finanziaria e politica, sono le proposte e le iniziative italiane a informare di sé il confronto, le possibili soluzioni, le tappe di un credibile percorso di avvicinamento agli obiettivi.
Per noi, che siamo tra quanti hanno prima proposto e poi attivamente operato perché il Governo Monti nascesse, si tratta di una conferma attesa: l’azione sviluppata dal presidente del Consiglio e dal suo Governo in questi mesi – sia in Italia, sia nell’Unione Europea e nel più ampio contesto globale – può essere coronata da successo e deve quindi essere sostenuta, con piena convinzione, fino alla scadenza naturale della legislatura, nella primavera del 2013.
I termini essenziali dell’agenda riformatrice dei prossimi mesi sono chiari: incisiva e coraggiosa revisione della spesa pubblica, per conseguire il pareggio strutturale di bilancio, per ridurre l’imposizione fiscale sul lavoro e l’impresa, per tornare a investire sulla formazione del capitale umano, sulla ricerca e sull’infrastrutturazione del Paese, per
introdurre maggiori elementi di equità intergenerazionale nel sistema del welfare, affrontando la fase transitoria con soluzioni coerenti e non regressive rispetto alla logica della riforma. Nel breve, devono derivare da risparmi di spesa le risorse necessarie per centrare l’obiettivo del pareggio strutturale senza ricorrere – dal primo ottobre prossimo – al già deliberato aumento delle aliquote Iva, che finirebbe per approfondire la recessione in atto.
È in questo contesto che noi vogliamo operare, nell’immediato, per il pieno superamento, nel Partito democratico – che ha avuto il merito di concorrere in modo determinante a questa decisiva svolta politica – di ogni residua ambiguità sul giudizio circa l’azione svolta fino ad oggi dal Governo Monti. Al sostegno, col voto parlamentare, delle iniziative di riforma, si sono troppo spesso accompagnate critiche aspre e manifestate intenzioni di revisione non ispirate al superamento delle lacune certamente presenti, ma all’obiettivo di inaccettabili inversioni della direzione di marcia.
Di più: considerato che la fase di crisi e di difficoltà non si concluderà in tempi brevi e che i processi virtuosi avviati (pensiamo solo allo spostamento di prelievo dai redditi da lavoro ai patrimoni) daranno i loro frutti solo attraverso una
pluriennale azione di governo, noi intendiamo promuovere nel Pd una trasparente discussione sulle strade che vanno
intraprese perché obiettivi e principi ispiratori dell’agenda del Governo Monti – collocati dentro un disegno almeno decennale di cambiamento del paese – possano travalicare i limiti temporali di questa legislatura e permeare di sé la prossima. Siamo infatti convinti che debba essere in primo luogo il Pd – quale partito asse dello schieramento riformatore – a rendere credibile questo proposito, che corrisponde alle aspettative della maggioranza degli italiani.
Su questo tema, abbiamo pensato di convocare una prima assemblea di discussione a Roma, venerdì 20 luglio alle ore 16.30, presso le Scuderie di Palazzo Ruspoli, ingresso via della Fontanella Borghese n. 56/b.

THE MONTI AGENDA AS THE ITALIAN AGENDA FOR THE NEXT DECADE
Monti’s Government has obtained the role of a major player in the European scenario. Starting from the immediate interventions to challenge the economic emergency, up to a new ambitious plan for fiscal,
financial and political union, Italy has achieved a leading role in the debate thanks to its proposals and initiatives, such as suggesting potential solutions and creating credible and affordable schedules to approach
steadily a set of step-by-step goals.
In our position of members of those who firstly suggested the establishment of Monti’s Government, and who actively worked towards this objective, we perceive these circumstances like an awaited confirmation. The success of the program developed by the Prime Minister and his Government in the last few months, inside Italy,in the European Union, and in the wider global context, must be recognised and fully supported, by open encouragement and endorsement, until the natural expiration date of the Parliamentary term in 2013.
The essential elements of the reform agenda for the next months are clearly set as follows: firstly, to implement an effective and deep revision of public expenditure in order to attain to the structural budget balance (according to the Constitutional amendment of sect. 81); secondly, to reduce labour costs and business taxes; thirdly, to restart investing in education and in strengthening human capital and the related training activities, as well as in research and infrastructures; furthermore, to convey more elements of inter-generational fairness in the welfare system. This should be attained through a transitional phase in which coherent and non-regressive solutions are carried on without altering the already issued pensions and labour reforms.
In the near future, the goal of a structural budget balance should be reached by means of the revenues from spending cuts, thus preventing the already planned VAT increase, which should be implemented on the 1st of October 2013, but would make the current recession worse.
In this context, it is our goal to operate and to cooperate in order to overcome completely any remaining ambiguity about the opinion and the evaluation of the Italian Democratic Party, which played a crucial role in this decisive political turning point, on the actions taken by Monti’s Government.
The reform initiatives, albeit resolved by Parliamentary vote, often faced bitter criticism and explicit intensions of revision, whose true but unacceptable purpose was a diversion from the set course of action, rather than
the fair amendment of their faults (which indeed were existing). Therefore, we want to promote a transparent discussion within the Democratic Party on ways and paths that we need to follow in order to make the objectives and core principles of Monti’s Government lasting through this Parliamentary term and the upcoming one, since they are part of a program which needs to be spanning over a decade at least, to obtain significant changes in Italy.
This consideration follows the awareness that the period of crisis will not end in the near future, and that the ongoing consistent reform processes will only be effective after several years from their enforcement. This comes to be clear when we think of the shift from labour taxes to the increase in property taxes.
It is our belief that the Democratic Party, in its position of Party of the reform coalition, should give to this goal a base of strong credibility, this being identified with the expectations of the majority of Italians. For these reasons we have summoned an assembly to discuss this fundamenatal issue. The open conference will take place in Rome on Friday, July 20th, at 4:30 p.m. at ‘Scuderie di Palazzo Ruspoli’ (entrance in Via della Fontanella Borghese 56/b.
